Specification Tool Not showing up in "Configure an application"

I emailed developer@touchatag.com requesting developer access and i have a developer tab in my "configure an application" section of the dashboard, but i still don't have the specification tool in my list of applications to choose from.  Can someone please help me add it to my dashboard?
